Street legal slip on exhaust?

I am buying my first slip on for a 2016 cbr 300r and was wondering how to tell if a slip on is street legal or not. I live in hawaii and the only muffler law I can find has to do with decibels.

I was looking at the yoshimura r77 until the video said that it was not street legal. Now I am a bit confused.
