Chain with a tight spot while riding

What does it feel like to ride with a chain with a tight spot?

DRZ-400 with 50/50 tires.

When I ride at a low speed like 25mph/45kph the front tire yanks a little to one side for a quarter of the wheel's circumference. It does not yank at high speeds. I first thought it was a warp bubble in the tire but I do not see one. I also thought since I have dual sport tires, that the tire is not wearing down on a particular part, looks fine.

Sometimes it yanks left, sometimes right but always a short distance and it seems to be in relationship to a certain point in the chain. Maybe the front tire is not balances? Suggestions anybody?
