Picking a commuter, need a bit of help

Hello, bikers and riders. This post might get ignored or down voted but I will give it a shot anyway.

I have been thinking about getting a scooter to use as a commuter. However, after doing some research I started considering a motorcycle because I heard that they would do better on on bumpy roads and on the highway due to higher torque and bigger wheel base. Right?

I live in Egypt, and Japanese bikes are ridiculously expensive here. My best option now due to budget restraints is something like a Benelli or a Keeway.

Would something with a 90/90-17 Front tire and a 110/80-17 Rear tire be stable enough on a bumpy road ?
